2024 Bg3 gondians hostile

My objective is to first save the workers and then the hostages. When going to the steel foundry, I found out I can get rid of the Steel watchers and the banites pretty easily, and as soon as I switch off the motivator the gondians turn from hostile to neutral, effectively allowing me to stop fighting them..
